EXIGER PROJECTS
NEWARK AIRPORT TERMINAL 1 REDEVELOPMENT PROJECT – INTEGRITY MONITOR
The Port Authority of New York and New Jersey Office of Inspector General (“PANYNJ OIG”) has engaged Exiger to monitor its nearly $2.6 billion Newark Airport Terminal One Redevelopment Program. The project includes the construction of a new terminal and parking garage under a design/build contract delivery system, as well as multiple design/bid/build contacts to construct bridges, roadways, utilities, and elements associated with the terminal. Exiger is providing full-service audit, engineering, and site investigations.
NEW YORK CITY HOUSING AUTHORITY –HURRICANE SANDY RELIEF PROGRAM & STORM HARDENING – INTEGRITY MONITOR
In one of the largest repair projects ever monitored by the City of New York, Exiger is administering a construction integrity monitoring program to oversee the New York City Housing Authority’s (NYCHA) expenditure of nearly $3 bIn one of the largest repair projects ever monitored by the City of New York, Exiger is administering a construction integrity monitoring program to oversee the New York City Housing Authority’s (NYCHA) expenditure of nearly $3 billion in FEMA federal disaster relief funds for repairs following the devastation inflicted on New York by Super Storm Sandy. The project spans more than 33 housing projects in Brooklyn, Queens, Staten Island and Manhattan. Selected by the New York City Department of Investigation (“NYC DOI”), Exiger is providing full-service audit, engineering, and site investigations.
LONG ISLAND RAILROAD THIRD TRACK EXPANSION – COMPLIANCE MONITOR
Working for the New York Metropolitan Transportation Authority, Exiger is performing as a compliance monitor on the $2B construction program of 15 miles of high-volume commuter rail line and station improvements. Exiger’s scope of work includes payment requisition audits, prevailing wage compliance, MWBE and SDVOB compliance, engineering scope reviews, and site investigations.
LOS ANGELES COMMUNITY COLLEGE DISTRICT – BOND MONITOR
In one of the largest repair projects ever monitored by the City of New York, the Exiger CIMP is currently implementing a construction integrity monitoring program to oversee the New York City Housing Authority’s (NYCHA) expenditure of nearly $3 billion in FEMA federal disaster relief funds for repairs following the devastation Exiger functions as an outsourced Office of Inspector General ensuring contract and regulatory compliance on a $5B construction program across 9 college campuses. As such, Exiger works hand-in-hand with the Internal Audit Department and local Prosecutor’s office, as necessary.
CHICAGO O’HARE INTERNATIONAL AIRPORT – INTEGRITY MONITOR
Exiger is one of three integrity monitors providing oversight on an $8.5B construction program consisting of the construction of new terminals including landside and airside infrastructure improvements. Exiger provides full-service audit, engineering and site investigations.
PRIVATE DEVELOPER – EXPERT CONSTRUCTION AUDITOR
Exiger has performed construction audit services on behalf of a private developer on its $100M+ core & shell renovation project. The scope of work included an audit of the Construction Manager (“CM”) and twenty key trade contractors. Exiger prepared expert reports for closeout negotiations which facilitated the termination of the CM and identified recoveries exceeding $4M.
MONITORSHIPS OF CONTRACTORS
On behalf of NYC DOI, Exiger monitored two general contractors with more than $100 million of NYCHA projects due to integrity concerns. As part of the monitorship, Exiger’s team ensured contractual and regulatory compliance with site safety and NYC Department of Buildings regulations. Additionally, Exiger monitored the funding of the contractors and their work to ensure that funds were not obtained from prohibited sources.
Exiger also monitored a specialty contractor, with combined project values exceeding $100 million, on behalf the PANYNJ OIG and the New York State Department of Transportation. The scope of monitorship included contractual and prevailing wage compliance as well as MWBE compliance. During the monitorship, Exiger identified several integrity and compliance concerns, which ultimately led to federal indictments of the general manager and another employee for engaging in fraudulent activities, including ERISA violations. The contractor has since barred from performing work on federal projects.
EMERGENCY / DISASTER RESPONSE EXPERIENCE
Exiger’s team members have previously provided fraud detection and prevention services on federal and state funded emergency responses and rebuilding efforts including those related to the September 11 attack on the World Trade Center as well as Hurricane / SuperStorm Sandy.

Adding yet another dimension to Exiger’s experience and perspective, one of Exiger’s CIMP leaders worked for the NYC DOI and the PANYNJ OIG prior to joining Exiger. In these roles, he managed integrity monitors overseeing the clean-up of the World Trade Center (“WTC”) site, the rebuilding of that site, as well as several other large capital construction projects. He knows what it takes to create and run a successful fraud prevention program. In this role, he specifically oversaw the work of Exiger team members (at their prior firms) on the following projects:
